Your best option is to contact your states licensing department. Every state is different in this category. Seeing as you don't have your location set, it makes those of us who have gone through that hassle difficult to respond.

Illinois is one of the hardest places to get a rod project legal....I know I am still trying to get a 23 ford coupe legal 16 months later still not legal!!!
