It's not about the clearance - It's the angle on the shackles. They should be approximately 45 degrees. This allows the spring to expand and work properly. Your shackles are vertical - 90 degrees. They are fully extended just sitting there, giving you zero suspension travel. To correct it you will need to move your shackle mounts outward or get a shorter spring.
