So here's the deal. I just picked up a 49 f1 that the hood and grill are rusty. I got access to the whole front end of a 51 f100 ; hood fenders and grill. Could I put it all on and it all bolt right on or will I have to modify parts?

Looks like the you'll be fine. Google search pics of the 2 different years and compare. The cabs look the same.

Yes you can. Complete front clips from 48 too 52 F1's are interchangable.
