Check what requirements are for actual bumpers. You could get away with nerf bars or like a push bar, something that's easy to unbolt once you have your plates.

I spoke with the inspector briefly after he sent me the regulation. He said he looked on line and the Essex had either a full bumper, or bumperettes, either will work, but I could apply for the exemption because they judge each one individually. But after reading the first line of the regulation it read it must be proven that the vehicle did not come stock with bumpers, so I might as well just put one on, like you say
