I'd not be a fan of brake fluid for anything like that, as it is very corrosive...
Automatic trans fluid, or marvey mystery oil or other penetrants would be a good place to start, and slowly start working it back and forth...

im gonna pull the valve cover and pour some marvels in there first. i tried the pb blaster in the cylinders but it wasnt enough.
