Like sneakysnake said above, copper and steel can be silver soldered. Both surfaces need to be sanded thoroughly clean and "Stay-Silv" white paste flux needs to be applied. The joint can then be made with 45% silver solder found at local HVAC supplier or WWGraingers....maybe even McMasters...
