As street racing was ending in the San Fernando Valley in the early '80s, LAPD would block off both ends of the street and tow everyone's cars. Racer were arrested for speed contest and spectators were cited for aid and abetting. Then an ordinance which allowed the Courts to order the racers cars crushed, was the nail in the coffin.

See the cars that they were towing? I don't think these were the most serious of car guys...
