Now that we have an official place for this stuff.lol Does anybody have a clue what this is? Im bad about keeping stuff that I dont even know what its for but may need some day.lol I know nothing about it, the rod is solid, one edge has a lip and sorta sharp, on the otherside has a lip all the way around. At first glance it sorta looks like the top off a radiator but its not.

back engineering it...
It looks like if you had a shaft about .125 larger than the inside radius of the inner lip, and machined a .125 wide and .125 deep groove around the shaft...
You'd be able to slide your deally whacker back and forth along the shaft with the round chunk hanging down but when it reached the groove it would drop into place.
if you pushed up on the round chunk the ring would pop out of the groove allowing it to slide along the shaft.

The shape of the ring appears it could receive a light coil spring which would also have the shaft running through it.

Perhaps you slide a coil spring over a shaft. compress it until the rusty ring locks into a groove and then release the coil spring by application of side force at the round appendage.
