Yes, this is HDR. It's much easier to get this look from novice free photo editing programs than it is from photoshop. I say this having tried it in many programs including photoshop, and I don't do it in photoshop.

This one that earthman posted no longer has this body on the frame, unfortunately.
It's now this Scout body on the same frame, to be more competitive in autocross and have a production-sized body on the chassis:
I saw a thread on it on another site. They plan on putting the modded Chevy body on another frame at some point in time.
It had also changed a bit over time:
