Adjuster end bushings on four link

So my question is, when the bolt runs through the steel protection sleeve, Is the steel sleeve to be pinched between the bracket it rotates on?
In other word does the bushing and steel sleeve rotate together or does the steel sleeve stay stationery while the rubber rotates around the sleeve?
So I don't want to over tighten the bracket the adjuster is sitting in.

No. If I understand your question correctly, the rubber is fully and completely bonded to your adjustable end.

At ride height, you should torque the bushing as OI said. Let the rubber "deflect" for suspension travel as it was designed to do...

So I did an experiment
I put the adjuster in a vice marked the inner steel protection sleeve at 12:00 o'clock, and tightened. I rotated the link. The rubber bushing stays with the outer tube.
I found the entire assembly rotates around the inner sleeve.
