Have you seen how people are strapped in to land speed cars? Tight cages with minimal space to move around, tightly strapped in, arm restraints, hans devices, and helmets. But a train isn't built like a land speed car. To have safety equipment that is designed for the occupant to walk away would require very different construction. This is a situation where there's no point in half measures, they wouldn't increase your chances of survival.
