What they are looking for are fiberglass cars with original titles. Instead of being licenced and titled as a 'homebuilt, kitcar, custom built' or what ever, it has been licenced as an original vehicle. An illegal little practice at best. Yeah I know people sell titles and what not, but it is illegal to transfer the VIN and title to another vehicle. Yes, you will likely get away with it when it's done between two original steel bodied vehicles. But when one is fiberglass, (and we know Henry didn't build any of those) it's a bit of a stretch. But the real kicker is, it's the taxes not being paid that has everyone in an uproar. What surprises me, is the fact that people are selling titles so openly and haven't been stepped on real hard yet. I think it's something that you'll see in the near future though. For the states or provinces that don't have an easy or reasonable licencing system in place for the homebuilt, kitcar, or custom built, this is the situation you have created.
