Yes, there should be one in the system. OEM style are set at a 60% front and 40% bias. Some people will tell you it's not needed, and in most cases under normal or light braking you can get away without a proportioning valve. But during heavy or panic braking it's going to save your butt by keeping the rear brakes from locking up and causing a skid with the rear whipping around and spinning out. Without the valve the system would have equal pressure applied to all 4 corners, this is fine for the most part. But during heavy braking, the weight of the vehicle is pitched forward causing the rear to lighten up and the front to get heavier. With the weight transfer happening the equal pressure applied is to much on the rears and case the rear brakes to lock up, while on the other hand, the fronts could handle more braking pressure but it's just not available when the proportioning valve is absent. With it in place, it balances out the hydraulic pressures applied and uses all the available pressure where and when needed.
