Rust-o "Rust Inhibitor"

Saw this stuff at the HD recently. It looked to me like a rattle can clear coat with extra rust inhibitor in it. Perfect for spraying a bike frame I stripped down to bare steel I thought. Well the instructions/description is very vague but basically the stuff NEVER dries although it doesn't say that! It's just like spraying on WD-40, basically a just light oil.

So I had to acetone it all off and spray it with normal Rust-o clearcoat.

It may be like GIBBS - not a paint type permanent sealer, but more like a temporary oil coating / moisture displacer.
