Shock mounts

What is the general consensus on shock mount placement?
How much of the shock travel should be open at rest?
I need to make the top mount and I am not sure where to put it.
Some sources say 60-65% upward travel should be available. Does that sound about right?

Yes, you need more travel under bump than on rebound.

Again, I agree with Old Iron.

You're more likely to "bottom" a shock than top it out... unless you're planning some Duke Brothers action.
