In doing most the work yourself, depending on what you find your tin for and how much you wind up paying for your frame, yeah I suppose it could be done. If you get a donor car and part out stuff to extend your budget a bit, spend lots of time parts hunting, all that good stuff you will find that anything is possible.I have been slowly working on my Dodge for 2 1/2 years, more sit time than anything, but I have a total of about $4100 in it I think. The only thing I have left to do is I want new front wheels and tires.
