So. I used the ford axle brakets to set my axle back farther.my question is I can get my upper locating arms to clear the spring. However The lower ones will hit the spring when it flexes..so can I just use the upper arms because the axle brakets act like lower arms anyways??

No, the spring brackets will not act like lower arms. They are attached to a spring, not a solid mounting point. The axle will roll when the sping flexes and you will have disastrous consequences. You need a minimum of two mounting points on the axle to keep it stable. The bracket setup you have there is unfortunately not going to work. You could use a two link truck-arm style setup with two lower mounting points, making them as long as possible to control axle movement. That would get you away from the issues you are currently having.

Also, you will need to put the center section in the axle and check the clearance between it and the spring. Looks like it's going to be awfully close.

BTW, do an introduction...

Can I locate four bars abbove the axle centerline.. kind of like a lowering bracket with two holed for clevis except flip it up so it sticks upwards??? Thanks

Not sure what you are even talking about there... [S Also the link running uphill like that isn't good - it is going to put the spring in a bind. Why are you opposed to putting a link below the axle? I did a similar spring-forward setup in my '29 roadster with reinforced split bones mounted under the axle tube linked to the K-member. I'll try to get a few pics up.

Another thing I noticed from that side shot - What degree is your rear end set at? It looks like it is at zero or close to it, which is bad. Should be 3 degrees up.

Pssst... Do an intro.
