I agree that a lot depends on the quality of the work already done.......can't tell from the pictures. I think you will have to rethink that I 6 engine, may be way too long for a model a frame, or at least what is left of it in this case.
The rear suspension for me is always the deciding factor in if a car is well done or not. Most times people get cheap back there and try to adapt stuff like GM trailing arms and huge coil springs, which makes for a crappy car in most cases.
The body looks solid, so that is a plus. The model a frame, though modified is a question mark. Without a lot of bracing and plating they are pretty weak, and are also 80 years old. But the acid test will be what you see in person. I don't know your experience, so I would suggest if you don't feel comfortable making the decision, take someone who knows construction techniques with you and listen to them. I have driven 13 hours then spent 3 minutes looking at a car before I drove all the way back home empty handed. There is some real crap out there and you have to know what you are looking at.
