Missing xs650 part, but don't know which one...

Hey guys, I need help figuring out what part I'm missing on my '75. You helped me pick it out with my other post and I started dissasembling it today to prep for mod's and repairs. When I took the gas tank off I noticed these two plugs and this rubber strap weren't hooked to anything, what the heck am I missing?

I ordered a Clymer manual but it won't be here for a few days and I am way too new to this machine to identify all the parts and locations.
