Overheating issue!

Ok yes I'm thinking its the missing shroud.

-New t stat (and tested)
-I have coolant flow
-both hoses are hot
-no leak at water pump
-fan and pulleys work good
-fixed throttle pedal and fixed timing

So the only thing really missing is the fan shroud, it takes about 5 mins driving for the temp warning light to come on, but there will be no coolant overflow pressure. I also I heard sbc's have an internal coolant bypass because I have no heatercore and have plugged the outlets at the water pump and manifold, so just wondering if that could be my issue as well
 
I'm not sure about SBCs specifically but typically you are supposed to run a small loop of heater hose to connect the inlet and outlet together on the water pump. You want to keep water flowing in that area, as if you had a heater core. If you just block the outlet, the water will have no where to go when the T-stat is closed - could cause problems.
