Sounds like another BS scheme put together by some rich political know it all with no idea trying to get more cars off the road so he can get more $ in his own pocket. Just like the cash for clunkers, Vehicle rebate program that no one can afford, or even that carburated vehicle thing that was on here a while back. Why don't the government just make a law that states " All the super rich can own a new car and all the poor people can just walk or ride your bike". I think thats what they want.
