What is the best product to "smear" :) on the ground down welds after you chop a top that will not let the rain in? My welding [;) is not that great so I want to cover it up :D
 
I am not a bodyman by trade, but I have had good results with Evercoat Rage.
Where you need additional strength, Duraglass works great. I would not trust either of them to be watertight ( I imagine duraglass would be more so of the two) without a coat of epoxy primer. Lets here from the painters.
 
epoxy your bare metal, scuff it and put dura glass over top of that. no filler is a weatherproofing materal. the duraglass does not tend to wick up moisture like a regular body filler, so if you are worried about pin holes in your welding this would be the way to go, then you can apply your rage ,and yes that is a good filler.
 
.....just remember that ALL fillers need primer and then a paint to be weatherproof.......

even most primers are porous to some degree and may allow moisture in....
