A porportioning valve is used to even out front to rear braking under hard or panic stops. Adjust your brakes with a slight drag ,then go out and on wet pavement , do a panic stop to see if the front or rear lockup first. Adjusting the brakes will even out a slight difference but a porportioning valve will compensate for a big difference. Use an adjustable one ONLY, do not use any factory one as they are matched to a particular vehicle for weight. I have used different wheel cylinders and shoe material to even out the braking bias as well.[;)
