Can a breaker just quit working?

Glad you found your problem!! I might suggest something. Go to the hardware store and pick up a non contact voltage tester. I work primarily as an Electrical Engineer and I have used mine to trace wires through walls before. You can find them in all different brands and such. Mine is a Fluke and as far as electrical goes I will swear by them. If nothing else you could have used that to go around quick to all your plugs and switches and found that you had power at one switch and no where else. Might have helped to speed up your fix.
