The old saying about beating a dead horse applies here. This horse is dead. It probably did get get a beating when it went down this being the good 'ol days and all.

nah.. I reckon the kid standing with the hat, is in charge of 'nickel' pony rides,
the kid with the stick obviously is a hired thug whose job is to keep the rest not only in line but make sure they've paid upfront,, and the horse is worn out from dragging runny nosed brats bareback up and down the cobbled street ~ so is having a sleep while the next line kids impatiently waits...
