Scandinavians must feel that their government doesn't need to babysit them.
I've seen pix of people crusing in the towns riding on the seat backs of convertables and on fenders. But now in L.A. it is illegal to put your hand out of the window.

Ever see video of the European road rallys? The spectators are right on the edge of the road. So this isn't unusual. Sure looks like fun though.
