Looks to me like it may be an electrical connection, or a switch of some kind?
Maybe for "brake light' for the E brake inside of the rear rotor, or maybe part of the anti-lock brake system?

Kind of hard to tell its relationship to the axle and the other things around it from that pic.

I think gene is right. Park brake light switch

It's an extra brace of some sort for the caliper mounting plate. Can't find anywhere what is actually does. It's not for a switch though.....
