Hey everyone, sorry to grave dig this thread but I have an update!
Turns out oil from the axle was leaking into the brake drums.
I cleaned everything up, put on new brake shoes, polished the machined part of the axle with crocus cloth (it's a full floating axle), greased everything that needed greasing, and installed the new seals.
Breaking performance is amazing. It feels incredible to be able to lock up the wheels and skid a bit. I have never been able to do that on this tractor.
