That's correct, the place we use first puts on a primer coat then the top coat. My Son also smoothed the frame first with a special body filler, "Tiger Drylac EPO Strong" that withstands the 400 degree temp of the oven. Regular filler won't work. The Tiger stuff sands like iron and is a little tough to work with, but it did the job and covered up some minor imperfections before the coating process.
I also had a lot of parts coated for my 27 when I redid the car a few years ago. Those are holding up great and clean up is very easy.
